对于这次西藏自治区和其他各省藏区的此起彼伏的示威游行和暴动，北京政府信誓旦旦地向中国民众和全世界说有确凿的证据显示是“达赖集团在背后策划和煽动”的；网上也有很多读者评论认为，中国政府对西藏的经济建设的支持力度已经够大了，西藏人民的生活已经发生了天翻地覆的变化，西藏人应该知足感恩了。但是大多数人不知道的是，自从1959年达赖喇嘛被迫离开西藏至印度避难以后，直至今天，每年还有男女老少数千人，背着干粮，徒步穿越整个喜马拉雅山脉，翻过这个世界的屋脊，绕过中国和尼泊尔的边境防守，最后到达印度，去投奔达赖喇嘛。这其中的很多人都在穿越海拔几千米高的雪山的过程中冷死或者饿死甚至摔死了，而西藏流亡政府的所在地达兰沙拉的医院里，每个月都有新的到达者，其中就有很多是因为路途中被严重冻伤，而不得不做手或者脚的截除手术。中国人已经习惯了以经济建设为纲，以为经济上去了，建设好了，就等于一切了。中国人大多没有过宗教生活和精神生活的体验，再加上政府对宗教的歪曲宣传和对西藏历史（譬如所谓的农奴制度）的刻意攥改，汉人在西藏不能理解和尊重西藏人的行为就很自然了。北京政府以为经过了这么几十年的宣传和教育，受到了经济建设的益处的藏人应该对他们感恩戴德了，而且也应该已经在他们的宣传下，开始对“达赖集团”产生反感厌恶了。但是北京政府没有处理好的是什么呢，经济建设是有了，但是受益的并不是藏民，更多的是蜂拥进去的以四川人为主的汉人，在整个藏区，西藏人被彻底地边缘化，被歧视，被排挤，无论是从经济上还是从政治上。我在西藏各地区与很多当地人人聊天，的确有很多人认为，现在的生活水平是普遍提高了，但是社会地位却降低了。政府严厉禁止任何藏民藏有达赖喇嘛的任何照片和书籍，但现实情况是几乎家家户户都私自珍藏着他的照片，哪怕只是一个小头像挂坠。从这里可以看出来，西藏人内心深处还是很怀念达赖喇嘛的。

整个拉萨，看起来挺繁华的纵横街道上，有着数不清的大小商铺，百货市场，娱乐消遣，但这些基本上都是汉人的，属于藏人的没多少家。不但如此，基本上是汉人群体的出租车司机看到藏人都会绕着走，尽量不载或直接拒载。他们认为藏人衣着肮脏，身上有难闻的气味。西藏人在自己的土地上，成为被歧视的少数民族和二等公民。他们心里普遍有着严重的被歧视被欺负的耻辱感，这种耻辱和愤怒积累到一定的程度，就肯定要爆发出来。我们在电视镜头里看到藏人攻击商铺，焚烧车辆，这就是积怨爆发的后果。但藏人所希望的不是像北京所诬蔑的那样，寻求独立呢？ 我所了解的情况是，大多数的西藏人首先认为自己是中国人，其次才是藏民。所以他们的内心所寻求的，并不是什么独立；绝大多数人也其实不清楚“独立”意味着什么，他们以为独立了，就可以过自己的日子，不需要这样受歧视和羞辱了。

那么印度那边的情况又如何呢？达赖喇嘛1959年到到达印度后，通过几次的国外考察之后，这个西藏最高领袖认为民主是好东西，一定要实现民主。于是乎，历史上就第一次出现了由君主强制实行的一次民主，由上至下直接实行的全民普选民主。百分之九十的西藏人不理解，并且在投票中表示反对。他们认为达赖喇嘛的权威不可替代，不能接受其他人担任他们的领袖。但是达赖喇嘛坚持认为民主是好东西，对人民有好处，还是义无反顾地解散了旧有的噶厦政制，由全民投票普选，重新重组了议会制的内阁政府。内阁总理和各部长由全体流亡藏民投票选举，达赖喇嘛自己不是总理或者任何实际职务，但从我的观察来看，他还是实际上的领袖；和他们的内阁部长等接触来看，流亡政府的各项政策，基本还是由达赖喇嘛说了算。内阁还是以实行达赖的路线为主，流亡藏人大多数都支持达赖的和平路线。

当然也有不支持达赖喇嘛路线的，他们的比达赖喇嘛要激进得多，其政治诉求就是一个独立“大藏区”。他们通过成立藏青会（西藏青年国会），举行集会，向藏人和海外宣传，来表达他们的独立诉求和提高他们的影响。藏青会的成员大多数教育背景良好，基本上是学生，学者，商人，很少有普通的藏民。其领袖很多是从欧美留学回来的藏人。

早些时候，譬如说2000年之前，藏青会的成员普遍还比较年轻，他们争取独立的方式也还是很平和。很多时候只是在支持这流亡政府做一些协助性的工作。那时候，藏青会有几个特点．第一，他们年轻，以大学生和学者群体为主。第二，他们温和，他们也不主张暴力方式．第三，还是2001年的时候，我与他们的成员聊天，感觉他们还是很尊重达赖，只是他们说达赖太善良了，不懂得政治的丑恶。譬如说，达赖的哥哥与北京政府谈判，都已经Ｎ次被北京政府耍了。他在政治上，是不是太善良了和过于理想主义？！达赖喇嘛常常在几万人的集会上，与藏民们说：我对与北京的谈判很乐观，估计两三年之后就有进展。给很多藏民的感觉是，达赖喇嘛是个好的宗教领袖，是个宽厚的人，也因为如此，他把政治想得过于简单了。后来北京谈判又再次破裂，这对藏民来说，有集体羞辱的效果。达赖对藏民说，再等等吧。从七八十年代开始，他都是这样讲的，都是说很乐观，两三年内就可以回西藏了。进入了21世纪以后，流亡藏民们已经渐渐适应了在印度和海外的流亡生活，也渐渐适应了达赖喇嘛的乐观了。

大概是2003年的谈判失败，对藏民又是一次重大的集体羞辱，北京方面基本上也不怎么见达赖喇嘛的的哥哥。达赖喇嘛此前在公开场合表示，希望展开谈判，他们只是希望北京政府应尊重我们的宗教生活，尊重我们的风俗，其他的经济军事和外交等都可以有北京政府管理。但是达赖喇嘛的哥哥也没怎么能与北京进行真正的谈判，北京就一直坚称达赖还是有独立之心，这边达赖喇嘛刚说完他们不想要独立，这边北京政府立马公布就说达赖喇嘛没有诚意，独立之心不死。国际社会都看得很明白，就大陆的中国人真的相信达赖喇嘛要独立了。 这样的环境下，就造成了整体的流亡藏人都有一种被羞辱的感觉，对达赖喇嘛的路线又一次产生了怀疑。有个别的激进的藏青会分子，甚至张贴告示说要和达赖喇嘛决裂，更激进的甚至扬言说要杀死他以扫清通往独立的大道。

我去过西藏大学，专门了解了一下他们的学科人口比例，里面大致有经管学院，有科学学院，有藏语言文学院。在经管与科学学院里面，从招生的要求来说，百分之七十五以上是分配给汉人。藏民要读西藏大学，大多数人只能去藏语言系。教历史的话，讲到西藏的过去，那就是农奴制，不能讲佛法，不能讲传统。在所有的小学里面一律教汉语，不能教西藏的文字和文化，即便有也是相当浅的层次。我在学生宿舍里见到一些内地省份的人跑到西藏大学上学，问他们为何选择那么偏远的西藏，他们说这里读书包分配，基本上都能进去政府机关。所以西藏的政府和企事业单位的人选和格局就这样被准备好了。商业方面，在西藏大多数的人，来自四川与浙江等地，西藏人几乎没有立足的地方。西藏人有一些行为和我们不同，他们之中往往有些人赚了一些钱就不干了，够用就好了。或者他们有的人挣钱到一定程度，机缘巧合，接触到一位活佛，顿悟了人生的道理，马上就把钱财布施出去，只剩下一些基本的生活条件。因此他们与真正的内地商人无法竞争，也因此被迅速地边缘化。
